I believe that the President can only legally reduce the number of Employees in executive Departments, not eliminate them. I also think Congress is supposed to be notified first.

This President has no regard for the rule of law and that, of course, includes the U.S. Constitution.

The only enforcement mechanism I've even heard brought up is th U.S. Marshalls Service... like that is ever going to happen!

Bottom line, you are correct that the Founders - patriots and intellectual as they were - could not have imagined the corrupt morals and ignorant lawlessness of any future President. Who knew? Nobody, until now, could have imagined it.
