Practically everybody has heard or read the Gospel and Creation itself testifies to God's existence. So, I would think that most everybody would at least have the choice to acknowledge the Almighty.

John 3:19 - And this is the verdict: The Light has come into the world, but men loved the darkness rather than the Light because their deeds were evil. - Berean Literal Bible (BLB). Instead of "evil" I would put "darkness," and quick research of the Greek has the synonym "malicious," if that helps you understand.

As I have quoted the verse that God is not willing that any should perish, I take that to mean that God gives everyone plenty of chances, but they choose not to. So, eventually, His patience will come to an end. God will bring the curtain down.

Again, In this the love of God has been revealed among us, that God has sent His only begotten Son into the world, so that we might live through Him. - John4:9, BLB.

In case you've forgotten about righteous people, there is only one thing I can reference that might help: When he opened the fifth seal, I saw under the altar the souls of those who had been slain because of the word of God and the testimony they had maintained. They called out in a loud voice, “How long, Sovereign Lord, holy and true, until you judge the inhabitants of the earth and avenge our blood?” - Revelation6:9-10. NIV.

As to the specific criteria God will use in the Final Judgment I certinly don't know and neither does anyone else.
