Two points : 1. Pauls' exhortation under Roman rule was advising people of the Jesus sect to keep their heads down in order to carry out the Gospel of the KIngdom that is not of this world. 2. In this Democratic Republic we have the opportunity/responsibility to vote which is how people keep this government in check. Unfortunately, the majority is not always moral and neither are governments For example. Nazi ,Germany and many modern regimes from Putin's Russia to other murderous dictators. Loyalty? A man cannot serve two masters.
